Maybe Sam is talking about Tanya’s family coming to visit for the wedding. The treaty only reffered to the Cullens but Tanya’s family are “vegitarians” too so maybe that’s what he is talking about. I don’t know if it’s about Bella being changed, at least not by a Cullen, in eclipse Jacob expressly says that it’s against the treaty for the Cullens to Bite anyone. Who knows, what if someone else besides the Cullens ends up changing Bella but she is married to Edward and wants to stay in Forks, that would put her under the treaty but she is a new vamp and so very dangerous! Who knows, it could be a million different things!!

I think that maybe the Volteri would go looking for Bella and would end up finding her with Jacob. Where they would finally know about their enemies the wolves. They are gonna endup taking bella and now the allied enemies, vampires and wolves will try to rescue her which would cause the problem with the treaty.
